If set to 1, the timer automatically restart its count-down from TReloadValue,
instead of counting down to zero.
If set to 0 the timer decrements to zero and the bit TimerIRq is set to 1.

Defines the timer clock fTimer. TPreScaler can be adjusted from 0 up to 21. The
following formula is used to calculate fTimer :
fTimer = 13.56 MHz / 2
TPreScaler.
